민주통합당은 23일 이명박 대통령이 부동산경기 부양을 위해 총부채상환비율(DTI) 규제를 풀고 골프 소비세를 인하하며 외국인 전용 카지노 신설 등을 허용하려는 데 대해 '망국적 조치'라고 융단폭격을 가했다.
강기정 최고위원은 이날 최고위원회의에서 "가계부채가 1천조원으로 증가한 속도나 규모면에서나 위험수위가 있다는 것이 모두의 공통된 인식"이라며 "이처럼 가계부채가 서민들의 목을 조이고 있고, 경제를 위협하는 수준으로 나가고 있는데 이 정권은 빚을 좀 더 내서 집을 사서 갚으라고 하고 있다"고 비난했다.
이종걸 최고위원도 "주택거래 활성화를 위해서 DTI를 완화하고, 골프장 개별 소비세를 인하하고, 외국인전용 카지노 복합리조트 대규모 투자를 끌어들이기 위해서 사전심사제를 조기 도입했다"며 "개탄스럽고 웃기는 일"이라고 가세했다.
그는 이어 "부동산 거품을 유지하기 위해서 가계대출을 늘리라는 정부가 과연 어느 나라 정부인가"라고 반문한 뒤, "DTI규제를 완화하겠다는 것은 나중에 어떻게 되든 당장의 급한불을 꺼보겠다는 부동산 기득권세력의 근시안적 탐욕의 발로"라고 비난했다.
그는 카지노 허용 방침에 대해서도 "국내자본에는 허용되지 않는 카지노 허가를 외국자본에게 서류심사만으로 허용해준다? 인천에서 카지노 사업하겠다는 외국자본얘기 들어보셨나. 두 개의 회사가 있는데, 돈이 하나도 없다고 한다. 사전심사 받으면 은행대출 받아서 하겠다는 것"이라며 "이렇게 쓸데없는 해외자본 불합리 특혜를 주는 것도 나라 팔아먹는 일"이라고 질타했다.
우상호 최고위원 역시 "심각한 경제위기가 닥쳐올 것이라는 수많은 전문가들의 경고에도 불구하고 위기를 극복하기 위한 근본적 대책은 내놓지 않고 위기를 연장하는 폭탄돌리기 정책을 내놓고 있다"며 "아마 다음 정권은 이명박 정권이 결정한 이 정책들 때문에 엄청난 고통에 시달리게 될 것이 확연하다"고 단언했다

이명박 대통령 주재로 지난 21일 오후 열린 ‘내수활성화를 위한 민관 집중토론회’에서 정부와 업계는 크루즈선 내 카지노 허용 문제를 집중적으로 논의하며 필요성에 공감한 것으로 알려졌다. 당초 정부는 외국인 전용 카지노 허용을 검토해 왔지만 내국인의 통제가 어렵고, 외국의 크루즈선이 대부분 내·외국인의 출입을 허용하고 있는 점을 감안해 내국인의 출입도 허용하는 쪽으로 방향을 잡은 것으로 전해졌다.
국토해양부 관계자는 “크루즈선은 대부분 제작할 때부터 카지노 공간이 마련돼 있는 만큼 법 개정이 완료되는 대로 바로 카지노 영업에 들어갈 수 있다”며 “선상 카지노가 허용되면, 중국 관광객을 끌어들이고 내수를 활성화하는 데 상당한 효과가 있을 것”이라고 말했다.
청와대 고위 관계자는 “지금 내국인이 출입할 수 있는 카지노는 강원랜드가 유일한 상황에서 크루즈선 카지노 허용은 특혜 시비가 제기될 수밖에 없다”며 “사행성 조장이나 도박 중독성의 문제도 있기 때문에 신중하게 추진될 것”이라고 말했다.
이 관계자는 또 “크루즈선 카지노 허용은 인허가 절차가 복잡하고 관광진흥법의 개정도 필요하다”며 대통령 지시로 문화체육관광부 장관이 현재 검토하고 있는 것으로 안다”고 전했다.
지난 2월 취항한 국내 첫 국적 크루즈선 ‘클럽하모니호’에는 카지노 시설이 설치돼 있지만 허가가 나지 않아 운영되지는 않고 있다. 반면 해외에서 운영되는 291척의 크루즈선에는 대부분 카지노가 개설돼 운영되고 있다.

23일 지식경제부에 따르면 경제자유구역 내에 외국인전용카지노 등 복합리조트의 투자 사전심사제를 도입하는 것과 관련, 경제자유구역 특별법 시행령 개정안 입법예고를 이날 마쳤다. 하지만 관계부처인 문광부에는 이 사실을 제대로 알리지도 않은 것으로 드러났다.
문광부 관계자는 “입법예고 사실을 통보받지 못했다”며 “통상 10일 간의 관계부처 협의 기간을 거친 뒤 입법예고를 하게 돼 있다. 지난 17일 지경부에서 관계부처와 지방자치단체 등에 27일까지 공식 의견을 내라고 통보한 데 따라 이견조율 기간으로 알고 있었다”고 말했다.
이에 지경부 경제자유구역기획단 관계자는 “정확한 절차를 밟고 있다. 문광부엔 유선으로 이미 통보된 사항”이라며 “입법예고 기간 중 관계부처 협의를 병행하게 돼 있어 문제없다”고 해명했다. 시행령 개정에 더해 문광부가 상세한 사전심사 기준과 절차 등을 마련, 고시하는 것과 관련해서도 지경부는 9월 말까지 무리 없을 것으로 봤지만, 문광부는 “아직 협의 중인 사항이 많아 정확한 시기는 못 박을 수 없다”고 했다.

A glut of Premier League sides including Arsenal, Manchester City and Manchester United are touring Asia this month hoping to cash in on the region’s unquenchable thirst for English football.
QPR and Sunderland are also heading East, meaning a quarter of the Premier League will build up to the new season by jetting off to countries on the other side of the globe and where the searing heat can be punishing.
The clubs will not admit it, but the trips to China, Hong Kong, Indonesia, Malaysia and Korea are less about football and more about the “brand,” in a part of the world where disposable income is rising fast.
It is all a far cry from the preseasons of yesteryear, when teams would warm up for a new campaign by spending a few days at an English seaside resort.
United, dethroned by rivals City as Premier League champions last season, have set the benchmark in attracting foreign fans and claim to have 325 million supporters in Asia, with officially endorsed fan clubs across the continent.
Alex Ferguson’s men play against Didier Drogba’s Shanghai Shenhua on coming Wednesday as part of a gruelling preseason schedule that sees them take in South Africa first, followed by China, Norway, Sweden and Germany.
But if it was United that set the trend, the signs are that the rest are catching up - no more so than their city neighbors, whose captain Vincent Kompany said the club had a long-term strategy.
“It’s not like we arrive and say everyone has to become City fans right now,” the Belgian international said last month on a promotional tour to Kuala Lumpur, where the Premier League holders play a Malaysian XI on July 30.
“We want to show ourselves and prove that we’re a better club and hopefully becoming the best club in the world in the next 10 years,” said the defender.
City also take on Arsenal, in Beijing, three days earlier. The Londoners are similarly heading to football-mad Malaysia, and also taking in Hong Kong.
Julian Kam, chief executive of ProEvents, organizer of the Manchester City and Arsenal visits to Malaysia, said that while teams benefited from an immediate financial spin-off, such as increased sale of merchandise, they were mainly looking to build a long-term fan base in Asia.
“For the fans it’s great. It’s right on their doorstep. It only makes sense that they come here and try to consolidate their fan base,” he told AFP.
QPR, now owned by Malaysian budget-airline mogul Tony Fernandes, has firmly set its sights on boosting its profile in the Far East.
The London club swooped for Park Ji-Sung from Manchester United last week - a move skeptics said was with at least one eye on the Asian audience - and after a jaunt in Malaysia they go on to Indonesia.
Organizers there expect a sell-out for the Monday match against Persebaya Surabaya, with about half the 45,000 tickets on sale still available. That already means that the crowd will be bigger than QPR’s average home gate. The match will give QPR more exposure and it will attract more fans in Indonesia,” said Abi Hasantoso, spokesman for organizers Indonesia Premier League, adding that QPR already had a large following in the country. “It is also a golden opportunity for our players to gain experience by playing against one of the best clubs in the Premier League.”

The Taegeuk Warriors will look to topple traditional football powerhouses at the London Olympics in a fashion similar to the 2002 FIFA World Cup. But for midfielder Ki Sung-yueng, the Games will mean much more than representing the country.
The 23-year-old Celtic footballer tallied one goal and one assist in Korea’s 3-0 victory over Senegal on Friday in their final tuneup match before their Group B competition versus Mexico on Thursday. If Ki keeps up his quality performances when it counts, his offseason prospects in the English Premier could be directly affected.
The Daily Mirror tabloid newspaper reported Saturday that English Premier League club QPR, which recently brought in Park Ji-sung from Manchester United, was offering 6 million pounds ($9.4 million) in a “desperate” move to land Ki from the Scottish Premier League side. The talks between QPR and Celtic are “set to conclude soon,” the British tabloid reported.
A JoongAng Ilbo exclusive also cited a source involved in the process who said the transfer was “nearly complete.”
Other English Premier League sides are also said to be in the hunt for Ki, including Liverpool.
“Owner [of QPR] Tony Fernandes is keen to land top Asian talent and has given boss Mark Hughes the cash to land classy Ki for his club to team him up with Park Ji-Sung,” The Daily Mirror said. “Celtic have been approached and are fighting to get the best deal possible - with Ki possibly being sold despite their pending Champions League campaign.”
Fernandes recently admitted that he is looking at signing another Korean player, but has yet to receive the approval from the club the player belongs to.
In an interview with AFP after the match against Senegal on Friday, Ki also expressed his desire to play in England.

Koo Ja-cheol of FS Augsburg in Germany’s Bundesliga added a goal in the 31st minute.
Korea’s Olympic football coach Hong Myung-bo expressed satisfaction with the Senegal match, saying it boosted confidence. Senegal defeated Switzerland, Korea’s second opponent in the group competition, 1-0 last Tuesday. On July 13, the African team beat Spain, a strong candidate for the gold medal at London, 2-0.
Losing several key defensive players to injury, the Hong squad was assessed to have weakness on the back line, but “as they kept Senegal from scoring, the teamwork in the defense has improved,” Hong told reporters after the match. Cold buckwheat noodles, rice cake soup and blood sausages are just some of the North Korean dishes that have become popular in South Korea.
Today there are dozens of restaurants in Seoul specializing in North Korean cuisine. These restaurants are often run by North Korean descendents or defectors and feature the cities Pyongyang and Kaesong in their names.
If you are relatively new to North Korean cuisine and are unsure of where to start, head to Ryugyeongok (02-711-0797) in Gongdeok-dong, Mapo District, northwestern Seoul.
The restaurant is run by a group of North Korean defectors. The name Ryugyeong is a nickname for Pyongyang and is said to be related to the large number of willow trees in the city.
The best thing about the restaurant is that it sells all of the key North Korean regional specialties, ranging from naengmyeon (cold buckwheat noodles) and onmyeon (warm noodles) to myeongtaehoe (pollack sushi), manduguk (dumpling soup) and sikhye (a sweet rice drink).
In particular, pollack is used a lot in North Korean cuisine, as it is quite common in the country.
The saying, “One thing more common in North Korea than women is pollack,” is a sure reflection of this.
Ahn Hye-sook, the restaurant’s cook, offered some advice on eating the noodles.

The actor, who gained fame on TV show “3rd Rock from the Sun,” portrays Gotham police officer John Blake in Friday’s “The Dark Knight Rises,” the eagerly anticipated final installment of director Christopher Nolan’s “Batman” trilogy.
While details about the film plot have been kept closely guarded, the actor told Reuters in a recent interview that fans can expect “a really excellent movie and a real ending” for the trio of Nolan’s movies about the crime-fighting superhero.
“Sometimes they call something a trilogy, and it’s not really a trilogy, it’s another sequel to make money. But this really is a great ending, there’s a beginning, a middle and an end,” Gordon-Levitt said about Nolan’s Batman movies.
Gordon-Levitt plays idealistic rookie cop Blake who becomes Commissioner Gordon’s protege. As trouble is unleashed on Gotham by the villain Bane, Blake becomes a key figure in joining Batman to save the city.
Following “Dark Knight,” fans see Gordon-Levitt in several films over the next few months, including adrenaline-laced thriller “Premium Rush” next month and opposite Bruce Willis in sci-fi time-travel thriller “Looper” in September, which reunited him with “Brick” director Rian Johnson.

The Seoul Central District Court ruled in favor of DSP Media, representing Kim, to say that the defendants owed Kim compensation for unlawfully using pictures of the star to use in their advertisement. Two pictures from Kim’s high school days and 25 pictures of the star after her debut in 2009 were highlighted for comparison in the ads back in 2010.
“The defendants used pictures of Kim without her permission and also damaged her reputation as an entertainer, and so, the court rules in favor of DSP Media,” a judge from the court said on July 2.
The court added that the advertisers had a duty to seek permission from the singer before they decided to use the pictures in an ad.

&Harisu returns with ‘Shopping Girl’&&
&&Singer Harisu is set to release “Shopping Girl,” her first album in nearly five years. Korea’s first transgender entertainer made her debut 11 years ago.
“This is her first album since ‘Winter Special’ back in 2007,” her agency said. “The album will comprise of three new songs as well as seven hit songs.”
The agency added that since marrying singer Micky Jung back in 2007, the 37-year-old singer has been inactive in Korea, taking to promoting herself overseas, especially in Japan.
Her new album is said to be a stepping stone as she sets her sights on being an active entertainer in Korea again.
Harisu’s name is an adaptation of the English phrase “hot issue.”
To date, Harisu has released five albums, and despite the fact that she hasn’t been active as a singer, she has participated in various movies and TV programs. Most recently, she appeared in the drama “Saving Mrs. Go Bong Shil.”

&&Singer-turned-actress Nam Gyu-ri will return to television in the KBS special “Butcher Barber.”
Nam will star alongside Park Sung-woong in the drama about a woman who tries to flee a loan shark by going into hiding at the house of an assassin posing as a barber. Nam will play the female lead, Mija, while Park will play the barber in the special feature to be broadcast on July 22.
“The atmosphere on the set is so much fun,” Nam said. “I’m taking in every little detail about the character in order to play the role of Mjia to perfection.”
Other actors in the drama include Cho Dal-hwan, Choi Seung-kyeong and Lee Chul-min.
As soon as filming for the one-day program ends, the 27-year-old star will start shooting for the full-length drama “Haeundae Lovers,” which will debut on Aug. 13 on KBS.
Nam rose to fame with the K-pop female trio SeeYa in 2006.
A dispute over her contract with the group’s management prompted Nam to leave the trio in 2009.

When asked if wedding bells would ring soon, Ayumi laughed it off before walking away.
Last month, Sankei Sports reported that the two were recently spotted on a date at a top-notch restaurant in Tokyo. The couple was seen holding hands and embracing as they enjoyed a meal together. There is an 11-year age gap between the two as Ayumi is 27 years old while her beau is 38.
After the scandal broke out, the agencies of the two stars said that the relationship is a personal matter and that they won’t be commenting.

It will be the 25-year-old’s first album since “Hurricane Venus” in August 2010.

Sistar’s “Alone” was the most-watched music video in Korea for the first half of this year according to YouTube.
On July 17, the girl group’s agency reported that the clip had been watched more than 10 million times. If views on various music portal Web sites are included, that number rises to 15 million.
The song was released in April and was the title track of an EP that topped various online charts.
The K-pop quartet is also looking forward to hosting its very first solo concert in September.
Starship Entertainment announced on July 9 that the group’s first concert will take place at Olympic Hall in eastern Seoul.
“The concert will showcase the charisma and talents of the girls,” said a spokesperson from the agency.
The group said that it hopes to converse and connect with fans at the show.

In an interview at the Marriott Marquis Hotel in Times Square, the venue for the musical based on the life of former Argentina first lady Eva Peron, Martin said he’s never been challenged as much as in the Tim Rice and Andrew Lloyd Webber spectacle and that is what has him “hooked’’ on Broadway, where he debuted in 1996 as Marius in “Les Miserables.’’
Martin has already decided to stay in the Big Apple for a while, calling it a “fascinating’’ and multicultural city for his 3-year-old twins, Matteo and Valentino.
Q. You were born for the stage and certainly for one on Broadway. Any immediate plans to work on other musicals or plays after “Evita’’?
A. I love being on stage. I love what’s happening with “Evita.’’ The reaction that I get every night from the audience, the emotions, the feeling, what I’m feeling every night on stage is .?.?. is simply beautiful. It’s never the same, you never get bored, it’s very challenging.

I wake up in the morning, I take the kids to school, then I come back home and I spend time in silence, which is very important. I meditate. It’s two hours of intense adrenaline, physically and mentally.
You just mentioned your kids and your plans to stay in New York. How is it to live with young children in New York?
New York City is an amazing place to raise children. I mean, there’s so much you can do with kids here: all kinds of museums, you have Central Park, you have kids from all over the world. Sungje from boy band Cho Shin Sung has hurt his ankle on Wednesday and is currently in a cast. Maroo Entertainment announced on Friday that the boy band member was rehearsing when he felt acute pain and went to the hospital.
The doctor said the singer had torn a ligament in his left ankle and advised him to rest for four weeks.
The injury comes just as his band is ready to perform at a concert in Japan and release a new single in Korea at the end of this month.
“I’m so sorry to be a pain and I promise to keep all my promises to the fans by going ahead with the group’s plans,” Sungje said.
However, the agency said the schedule may change, depending on Sungje’s recovery time.
“We will either postpone the national comeback or we may modify the dance movies so that Sungje won’t have to dance as much,” the agency said.

The production company in charge of the original sound track of the KBS Drama “Big” said yesterday that the 33-year-old actor’s ballad “Because It’s You” will be released through major local music streaming Web sites beginning today.
The song “Because It’s You” was originally sung by Davichi, a Korean female duo, for the KBS drama.
“It was a happy experience,” Gong was quoted as saying by his agents, referring to the recording of the song.
Gong showed off his singing skills in the soundtrack of “The First Shop of Coffee Prince,” a hit drama on MBC in 2007. He also sang for the movie “Finding Mr. Destiny,” a 2010 adaptation of the musical “Finding Kim Jong-wook.” The drama “Big” is marked Gong’s comeback to television after a five-year hiatus. The actor starred in the hit 2011 movie “Silenced,” where he played an art teacher at a school for hearing-impaired children.

Ailee, the 23-year-old singer sensation who seemed to rise out of nowhere, has been all the talk since her February debut and has been referred to as “The Exceptional Rookie” within the music industry. After the release of her first album, the Korean-American, who was born in New Jersey, topped every major music chart in Korea, outdueling superstar idols Big Bang and Miss A.
In March, Ailee ranked in second place on the famed Monthly Chart and has since starred on KBS-2TV’s “Immortal Songs,” a program that involves a reinterpretation of classics by contemporary singers.
When the young singer is onstage, not an ounce of nervousness can be detected. “When Ailee first appeared on the show, it was legendary singer Patty Kim’s last performance, so everybody was tense, but Ailee seemed to be unperturbed,” says Go Min-goo, the producer of “Immortal Songs.”
Ailee is a gifted soloist who has risen to fame without following the typical K-pop path, led by entertainment conglomerates like JYJ and YG.
Although Ailee kept receiving calls from world-renowned entertainment agencies such as Universal, Warner Music and Sony, she firmly rejected them and was fixed on making her debut in Korea. Her determination finally enabled her to sign a contract with her current agency, YMC Entertainment.
But unlike her energetic and charismatic image on stage, she was reticent when sitting down with the JoongAng Ilbo. Unlike other young stars who were willing to pour out their life stories, Ailee only answered questions briefly. Later on she explained that she was quiet because, “I’m really not that special.”
Is it true? Ailee started to reveal her vocal talents in 2006 through self-made singing videos that she posted online that won over the hearts of many viewers. No, I performed underground with several other second-generation Korean-Americans after I entered university, and just like indie labels, I was assigned to be the lead vocal, the other a rapper and another the manager of our shows. We usually performed in New Jersey.
What was the reaction?
Well, it wasn’t like I was performing in front of people that I knew, but I could see that the audience was surprised and was like, “Who is she?”
You could have participated in an audition rather than posting your videos on YouTube.
I didn’t want to compete through singing.
Since when did you want to become a singer?
I can’t remember exactly, but I think at some point I realized that I wanted to sing forever. Even in my years in Pace University, I chose to study journalism, and not music.
Whom have you taken after for your singing ability?
I don’t really know. My dad is just a businessman, and as for my mom, apart from playing a part in a choir, she is just an ordinary housekeeper.
Did your Korean agency recruit you themselves?
No, the executive of the agency was friends with my uncle’s friend. My uncle had shown one of my videos and through some connections, I came to Korea in 2010 for an audition. I sang Big Mama’s “Resignation” and the executive recruited me on the spot.
Why did you want to make your debut in Korea?
Because I’m Korean.
But you were born and raised in America.
I was interested in Korea ever since I was young, and I even spent a year in Korea when I was 10 years old because my parents thought that it was important for me to learn Korean.
As my fluency in the language became more pronounced, I listened to K-pop as much as I did with American pop songs. I especially liked the songs by Fin.K.L and SES.
I think I wanted to know more about Korean culture and I came to like Korean songs more than I thought I would have. I still come across Korean words that I don’t know the meaning of, but I can sense their basic gist.
What is the difference between K-pop and American pop songs?
I don’t think I can clearly explain it, but K-pop has a somewhat enticing magnetism. R&B has a very personal style of vibe and soul, whereas K-pop feels like it’s united into one single element. I grew up listening to both genres so I think my music will be a mix of both as well.
Your debut was late compared to Korean boy band and girl group members.
It could have been really early because I was contacted to make a debut by a major entertainment agency when I was in elementary school.
Back then, I lived in an area where many Koreans resided, and I sang in a Korean church. I think that’s how the agency heard about me. But I declined their offer.
Why?
It wasn’t the right time. I learned that you need to do things as they come along, and not to forcefully make your way out. Or else, you won’t get what you truly want.
Don’t you regret your decision? You could have been a megastar like Boa.
Not at all. Come to think of it, Boa did make her debut around that time.
What was it like, coming to Korea so late and training yourself to become a genuine singer?
It was hard, but fun as well. I tried to adapt to the Korean lifestyle and also went on a diet. I think I lost about six to seven kilograms (13 to 15 pounds).
Have you had any work done?
No. I wanted to get double eye-lid surgery because sometimes when my eyes get puffy, one of my eye-lids disappears, and since it doesn’t appear again for quite some time, it is a bit inconvenient [laughs].
Wasn’t it hard to sing old songs?
I try not to listen to the original songs because if I do, reinterpreting them in my own way gets too difficult. I only have about two days to practice the new versions of the songs so sometimes I have to rely on reading the lyrics on the prompter. I think that “Morning Dew” and “Destiny” are the only two songs I was able to correctly sing without any help.
Don’t you get nervous when you go on stage?
Not really. I get really happy when I can see that the audience enjoys my performances.
So there was not even one tough performance?
I found that Hyun-cheol’s “I Don’t Like It, I Really Don’t” was hard to sing because the melody was a bit eccentric and since it was a song of the trot genre, rehearsing it was quite challenging.
When is your new song coming out?
We are doing some finishing touches on my second album. It will come out around the beginning of August.

Ailee, the 23-year-old singer sensation who seemed to rise out of nowhere, has been all the talk since her February debut and has been referred to as “The Exceptional Rookie” within the music industry. After the release of her first album, the Korean-American, who was born in New Jersey, topped every major music chart in Korea, outdueling superstar idols Big Bang and Miss A.
In March, Ailee ranked in second place on the famed Monthly Chart and has since starred on KBS-2TV’s “Immortal Songs,” a program that involves a reinterpretation of classics by contemporary singers.
When the young singer is onstage, not an ounce of nervousness can be detected. “When Ailee first appeared on the show, it was legendary singer Patty Kim’s last performance, so everybody was tense, but Ailee seemed to be unperturbed,” says Go Min-goo, the producer of “Immortal Songs.”
Ailee is a gifted soloist who has risen to fame without following the typical K-pop path, led by entertainment conglomerates like JYJ and YG.
Although Ailee kept receiving calls from world-renowned entertainment agencies such as Universal, Warner Music and Sony, she firmly rejected them and was fixed on making her debut in Korea. Her determination finally enabled her to sign a contract with her current agency, YMC Entertainment.
But unlike her energetic and charismatic image on stage, she was reticent when sitting down with the JoongAng Ilbo. Unlike other young stars who were willing to pour out their life stories, Ailee only answered questions briefly. Later on she explained that she was quiet because, “I’m really not that special.”

박 전 위원장은 16일 신문방송편집인협회 초청 토론회에서 “법인세는 가능한 한 낮춰야 한다”면서 “법인세는 다른 세금과 달리 투자를 유도하는 것이고 (기업이) 다른 국가와도 경쟁해야 하기에 낮게 유지해야 한다”고 주장했다. 박 전 위원장 캠프의 안종범 의원은 “이명박 정부 들어 2010년까지 법인세율이 3% 포인트 인하된 상태”라며 “법인세 추가 인하보다는 현 수준을 유지하겠다는 의미”라고 설명했다.
최연혁 스웨덴 쇠데르턴대 교수가 쓴 ‘우리가 만나야 할 미래’를 읽으면서 박 전 위원장의 척박한 경제 철학과 우리의 암담한 정치 현실을 다시 돌아보게 된다. 스웨덴의 소득세율은 평균 31%에 이른다. 최고세율은 60%, 최저세율도 29%나 된다. 우리나라는 최고세율이 33%, 최저세율은 6%인데 비과세·감면이 많아 소득세를 전혀 내지 않는 면세점 이하가 42%나 된다. 이명박 정부는 소득세 최고세율을 35%에서 33%로 낮췄다.
세계적으로 법인세율을 낮추는 추세인 건 맞다. 2010년 기준 미국은 39.21%, 경제개발협력기구(OECD) 회원국 평균은 25.91%다. 1980년대만 해도 50%가 넘는 나라들이 많았다. 우리나라는 어떨까. 2000년 28%에서 2001년 27%로, 2005년 25%로, 이명박 정부 출범 이후 2010년에는 22%까지 낮췄다. 법인세율이 이미 낮은데, 다른 나라들이 낮춘다고 함께 따라 낮췄다. 이런 상황에서 무슨 복지를 할 수 있단 말인가.
스웨덴이 우리 사회의 대안 모델로 논의된 게 벌써 10년이 훨씬 지났다. 장하준 캐임브리지대 교수는 스웨덴 사회대타협 모델을 ‘쾌도난마’의 해법으로 소개했고 홍기빈 글로벌정치경제연구소 소장은 에른스트 비그포르스의 사회민주주의 이론을 ‘잠정적 유토피아’로 풀어냈다. 그리고 최연혁 교수는 스웨덴 복지국가 시스템을 ‘우리가 만나야 할 미래’라고 제안한다. 이들의 결론은 하나의 메시지로 응축된다. “스웨덴도 하는데 우리라고 못할 이유가 없다.”

유토피아는 하늘에서 뚝 떨어지는 게 아니다. 최 교수는 “북유럽 복지국가의 공통점은 성공할 수 있는 기회를 국민 모두에게 골고루 나눠준다는 데 있다”고 강조한다. 교육의 평등으로 언제든지 재기할 수 있는 기회를 주고 실패를 딛고 이겨낼 수 있도록 돕는 사회적 안전망과 제도적 틀이 구축돼 있다. 세금은 높지만 그만큼 위기에 강하고 경제를 빨리 회복할 수 있게 해준다는 설명이다.

최 교수는 “복지를 통해 얻을 수 있는 공동체 의식, 높은 관용과 낮은 갈등 수준, 투명성, 타협과 협의의 정신, 연대의식 등이 정의로운 사회의 필수 요소”라고 강조한다. 경제 민주화를 외치는 박근혜 전 위원장이 간과하고 있는 대목도 바로 이 지점이다. 사회적 연대가 빠진 성장 정책은 고스란히 이명박 대통령의 전철을 밟게 될 가능성이 크다. “내 꿈이 이뤄지는 나라”가 아니라 “우리의 꿈이 이뤄지는 나라”가 돼야 하지 않을까.

HASTINGS, the United Kingdom - When the Taliban’s explosives hit the armored vehicle that Martyn Compton was traveling in on Aug. 1, 2006 in Afghanistan, life hung in the balance for the brave British soldier, who is now 28.
His three fellow servicemen were killed instantly. But Compton was luckier, as he emerged from a coma three months later to find his fiancee, Michelle, praying beside his hospital bed. However, he had severe third-degree burns covering 70 percent of his body and face. Doctors were able to rebuild his ears and nose, and his fiancee replenished his will to live.

Compton, now happily married with a 9-month-old son, is working as a fundraiser for servicemen and women injured in action. Last Tuesday, at the seaside resort town of Hastings, he got to cherish a special new memory by serving as an Olympic torchbearer for his country.
Compton was nominated as one of 16 torchbearers for this leg of the journey by Hugh Robertson, Britain’s sports minister who was also on-hand to congratulate the brave war veteran. The fellow runners, including this reporter, were humbled by the moving stories of Compton and others like him with equally remarkable tales to tell.
Take, for example, Lana-Emily Foyle, a 14-year-old who has long dreamed of being an Olympic gold medalist.
Bubbly in spirit and positive in attitude, Foyle has a contagious smile and boundless energy, despite having had a heart transplant to fix a hole in her heart. She never gave up, refusing to abandon Olympic dream, and is now raising money for the Evelina Children’s Heart Organization, where she had her treatment. Last Tuesday, after carrying the Olympic flame around Hastings, she ran and hugged her mom who had nominated her.
And let us not forget Paul Cabban, who has been battling myeloma, a cancer of the plasma cells, for 12 years, including having a stem cell transplant. A marathoner, he serves as president of Hastings Runners, where he’s been a member since 1987. Despite his illness, he refused to quit running and has already competed in more than 200 half marathons. Cheered on by his club members last week, the 70-year-old boldly said, “I don’t have time to be old.”
Such against-the-odds stories are humbling, heart-rending and inspiring. This was especially the case for Sarah Hatton, 41 years old, a torchbearer who fought through the tears on the bus to the relay route but kept enough English humor in reserve to keep a smile on everyone’s faces.
“I knew I’d be crying so I wore water-proof mascara,” she said.
Hatton said she felt “humbled” to be participating in the relay, but she equally deserves her place. This iron-willed lady has already lost four stone in her battle against colitis, a digestive disease, and related complications. An aerobics instructor, she inspired her students by continuing to teach five classes a week with a colostomy bag. During her three-year fight against the chronic disease she has stayed the course, and was nominated by her community as a torchbearer.
However, it was perhaps I who should have been most humbled by these fantastically brave people and their never-say-die spirit. As a reporter covering the Olympics, I was nominated by the International Olympic Committee to serve as a torchbearer for London 2012, which officially gets under way on Friday, after the Korean alpine city of Pyeongchang won on its third attempt to host the Winter Games, in 2018.
Oona Murihead, a member of the London 2012 Games’ Organizing Committee, said she received 3,000 applications for 500 torchbearer’s positions in the Sussex area alone. “Every story was so touching that I cried,” said Murihead.
With just days before the Games begin, a festive spirit is gripping many parts of the United Kingdom and torchbearers are making headlines. One proposed to his girlfriend; another was pictured in a wheelchair with his fellow war veterans.
As I was visiting Hastings for the first time, I knew little about the town aside from the famous battle that took place there in 1066 battle, resulting in William the Conqueror’s victory. As a local tour guide put it, Hastings is “the birthplace of England.”
But after running the torch relay, I also know this: It’s a town filled with warmth for strangers. There were hundreds of locals lining the path of the Olympic flame, and they cheered, clapped, and smiled as the flame approached and passed. Some even asked to be photographed with me and the torch.
“Congratulations, you are an Olympian,” said one Hastings local as I jogged by. This cheerful gentleman then headed off with his family to the hustle and bustle of the old town area. When I reflected on this later, it struck me that he had as much claim to the title as I did. We were both bound by the fraternal spirit that the Olympic flame represents.
The flame will reach the Olympic cauldron on Friday in London in time for what will surely be another amazing opening ceremony, ahead of two weeks of touching human drama. With more inspiring stories set to unfold before our eyes, let the Games begin!

#3. 라나 포일(14). 장대높이뛰기 선수로 올림픽 금메달리스트가 꿈이다. 2년 전, 연습 중에 이상하게 숨이 가빴다. 병원에 갔더니 심장에 작은 구멍이 있다고 했다. 심장이식수술을 받은 그는 특유의 낙천적 성격으로 “난 심장을 두 개나 받았다”며 농담하곤 했다. 어머니 루스 포일은 런던 올림픽 조직위원회에 편지를 썼다. 성화봉송 주자로 딸을 뽑아달라는 내용이었다. 그리고 라나 포일은 17일, 헤이스팅스 구간의 첫 번째 주자로 발걸음도 가볍게 뛰었다. 구간이 끝나자마자 그를 기다리고 있던 엄마에게 달려가 “사랑해 엄마”라고 외쳤고, 엄마는 딸을 안으며 울었다.
런던 올림픽 성화봉송의 모토는 “당신이 빛날 순간(Your moment to shine)”이다. 17일 기자와 함께 헤이스팅스 구간을 완주한 주자는 모두 16명. 그들은 인생 최고로 반짝반짝 빛나는 순간을 맞았다. 봉송 시작을 앞둔 17일 오후 3시, 헤이스팅스 시청에 모인 주자들은 서로의 이야기를 나누며 눈물을 글썽였다. 세라 해턴(41)은 “방수 마스카라를 하고 오길 잘했다”고 농담하며 “난 여기에 있을 자격이 없는 것 같다”고 했지만 아니었다. 에어로빅 강사인 그는 대장염을 극복한 의지의 여인이다. 6개월간 대변 주머니를 차고도 에어로빅을 가르쳤다고 한다. 국제올림픽위원회(IOC) 미디어 사무국을 통해 추천받은 기자가 민망할 정도로 동료 주자들의 감동 스토리는 가슴을 울렸다.
런던조직위 서식스 지역 성화봉송 책임자인 우나 뮤리헤드는 “지역 주민 중 500명을 뽑는데 3000명 넘게 지원했다”며 “모두의 사연이 애틋해서 선정 과정에서 울지 않은 이가 없다”고 말했다. 그는 “런던 올림픽의 꽃은 고군분투하며 살아가는 보통 사람들의 성화 봉송이다”라고 강조했다.
8000명의 성화봉송 주자가 70일간 영국 전역 8000마일(1만2875㎞) 구간을 샅샅이 훑으며 올림픽을 지역 축제로 승화시키고 있다. 무게 800g, 길이 800㎜의 성화가 영국인을 하나로 묶어내는 것이다. 헤이스팅스 시민의 반응도 뜨거웠다. 성화 주자가 달리는 길가는 물론 건물 옥상·발코니를 가득 메운 이들은 본 적도 없는 낯선 주자에게 열띤 함성을 보냈다. 인류를 하나로 묶고 서로를 격려해 주는 것, 올림픽의 힘이다.

런던 올림픽 성화봉송의 모토는 “당신이 빛날 순간(Your moment to shine)”이다. 17일 기자와 함께 헤이스팅스 구간을 완주한 주자는 모두 16명. 그들은 인생 최고로 반짝반짝 빛나는 순간을 맞았다. 봉송 시작을 앞둔 17일 오후 3시, 헤이스팅스 시청에 모인 주자들은 서로의 이야기를 나누며 눈물을 글썽였다. 세라 해턴(41)은 “방수 마스카라를 하고 오길 잘했다”고 농담하며 “난 여기에 있을 자격이 없는 것 같다”고 했지만 아니었다. 에어로빅 강사인 그는 대장염을 극복한 의지의 여인이다. 6개월간 대변 주머니를 차고도 에어로빅을 가르쳤다고 한다. 국제올림픽위원회(IOC) 미디어 사무국을 통해 추천받은 기자가 민망할 정도로 동료 주자들의 감동 스토리는 가슴을 울렸다.
런던조직위 서식스 지역 성화봉송 책임자인 우나 뮤리헤드는 “지역 주민 중 500명을 뽑는데 3000명 넘게 지원했다”며 “모두의 사연이 애틋해서 선정 과정에서 울지 않은 이가 없다”고 말했다. 그는 “런던 올림픽의 꽃은 고군분투하며 살아가는 보통 사람들의 성화 봉송이다”라고 강조했다.

최근 북한의 노동당 기관지인 노동신문이 1면에 경제기사를 비중있게 배치하는 등 변화의 움직임이 보이고 있다.
김정일 체제 당시에도 노동신문은 1면에 경제기사를 가끔 올리긴 했으나 김일성 주석이나 김정일 국방위원장 등 최고지도자 동정이나 노동당 정책 등을 주로 다뤘다.
지난 10일자 노동신문은 1면에 ‘순천지구 청년탄광연합기업소 등 전국 탄광들이 석탄증산 투쟁에서 자랑찬 성과를 냈다’는 내용을 5단으로 비중있게 소개했다.
17일자에는 남흥청년화학연합기업소의 ‘새로운 가스발생로 조작방법’ 도입 소식을 1면 5단으로 소개한 것을 비롯해 1면 전체 기사 8꼭지 중 경제기사가 4꼭지로 전체 지면의 절반을 차지했다.
18일자에도 1면에 황해제철연합기업소의 철강재증산 투쟁 소식을 비중있게 다뤘다.
조봉현 IBK기업은행 경제연구소 연구위원이 올해 1∼3월 노동신문 기사를 정치, 경제 등 7개 분야로 분류해 분석한 결과, 전체 기사 중 경제기사 비중이 1월(132꼭지), 2월(141꼭지), 3월(233꼭지)로 갈수록 증가 추세를 보였다.
1∼3월 석달 동안의 경제기사 분량이 모두 506꼭지로 김정일 시대인 지난해 같은 기간의 439건에 비해 눈에 띄게 늘어났음을 알 수 있다.
이처럼 노동신문이 1면에 경제기사를 부쩍 많이 다루는 것은 북한이 경제개혁 추진을 위한 분위기를 조성하고 외부세계에 변화의지를 보여주려는 등 다목적의 애드벌룬을 띄운 것이라는 게 전문가들의 견해다.
조봉현 연구위원은 23일 “노동신문 1면에 경제기사를 비중있게 배치하는 것은 상당히 이례적”이라며 “북한이 내부적으로 개혁 분위기를 조성하고 외부세계에 대해서도 변화 의지를 보여준 것”이라고 분석했다.
조 연구위원은 북한이 8, 9월께 협동농장 분조 규모 축소를 골자로 한 농업, 서비스·무역, 시장, 외자유치, 금융 등 5개 부문에 대한 개혁(‘제2의 7·1조치’)을 단행할 가능성이 있다고 예상했다.
정성장 세종연구소 수석연구위원은 예전에도 노동신문 1면에 경제기사가 다수 실린 적이 있다면서도 “최영림 내각총리가 하루가 멀다하고 경제현장을 돌아보고 지난 5월 김영남 최고인민회의 상임위원장의 싱가포르 방문때 합영투자위원장인 리광근이 수행하는 등 일련의 개혁·개방 움직임 속에서 의미있는 조짐”이라고 말했다.

'짝' 남성 출연자가 실제 성인물에 출연한 것으로 알려져 논란이 일고 있는 가운데 '짝' 제작진이 공식입장을 전했다.
제작진은 23일 오후 '짝' 공식 홈페이지를 통해 '31기 말레이시아 편 남자 7호 논란에 대한 제작진의 공식 입장'이란 제목으로 남자 7호의 출연과정을 공개했다.
제작진은 "출연자 선정 과정에서 사전 프로필작성, 사전 인터뷰, 서류검증(학력, 직장, 혼인 관련), 서약서 작성 등의 과정을 통해 출연자에 대한 다단계의 검증 절차를 거치고 있다"며 이야기를 시작한 후 "남자 7호는 제작진과의 사전 면접 및 출연동의서 작성 과정에서 과거 방송 출연여부를 묻는 질문에 대해 출연한 적이 없다고 응답했고, 공중파 출연 자격 여부에 관한 질문에서 현재 논란이 되고 있는 성인비디오 촬영에 관련하여서도 언급하지 않았다"고 밝혔다.
이어 "기사가 알려진 후 본인에게 확인한 바, 남자 7호에 따르면 대학 재학 중에 유리창 닦이, 편의점 등 이것저것 닥치는 대로 아르바이트를 했고, 지금 현재 거론되는 영상물은 그 때 당시 한 미디어에서 비디오를 찍자고 제의해와, 당시 이를 아르바이트 차원으로 가볍게 생각하여 촬영에 응한 것이라고 한다"고 설명했다.

"'넝굴' 유준상 실종사건 전말 공개..콩가루집안?"

‘넝쿨째 굴러온 당신’ 강부자가 30년 전 있었던 ‘귀남 실종 사건’의 전말을 알게 된 후 나영희에게 분노하는 장면이 방송돼 시청자들의 손에 땀을 쥐게 만들었다.

이날 방송에서는 막례(강부자)가 양실(나영희)을 살갑게 대했던 평소와는 다르게 대면하자마자 분노하고 큰소리치는 모습이 담겨졌다. 30년 전 귀남(유준상)의 실종의 주된 원인이 양실이었다는 사실을 막례가 알게 된 것.

막례가 아프다는 소리를 듣고 집으로 찾아온 양실이 “많이 안 좋으세요 어머니?”라고 묻자, 대답대신 양실을 빤히 쏘아보던 막례는 “우리 귀남이 없어졌던 거. 너랑은 아무런 상관도 없다고.. 니 입으로 말해보렴”이라고 물어보며 폭풍 분노를 쏟아냈다. 그리고 아무런 대답을 하지 못하고 덜덜 떠는 양실의 모습을 보면서 막례는 양실이 귀남을 버린 것임을 100% 확인하게 됐다. “뭐라고 드릴 말씀이 없어요. 정말 잘못했습니다”라고 입을 뗀 양실은 “제가 귀남이를 시장에서 만나서 버스에 태워 같이 가다가 정말 순간적인 실수로 놓고 내린 거에요. 정말 제정신이 아니었어요”라며 울면서 사실을 실토하기 시작했다.
양실의 말을 듣고 있던 막례는 “실수? 실수였다면 그날 바로 얘길 했어야지. 그 다음날. 그 다음날이라도 말을 못했으면 우리 귀남이가 앞집에 나타났을 땐 얘기 했어야지. 그럼 지금은 제 정신이니? 그동안 니 정신으로 어떻게 그런 짓을 하고 우리집 문턱을 닳도록 드나들고 에미 얼굴을 그렇게 똑바로 쳐다보고 얘길 할 수 있었니. 니 정신이라서 사진을 찢었니? 너 정말 무서운 애구나”라고 쏘아대며 배신감과 분노가 뒤섞인 감정을 표출했다.
이어 막례는 고개 숙인 양실에게 “너만 죄인이겠니. 나도 죄인이지. 난 그런 너랑 같이 마음 달랜다고 여행가고. 니가 사주는 밥 먹고. 니가 사주는 옷 입고. 평생을 큰애 미워하면서 너한테서 위안을 찾았으니…”라고 한탄했다. 귀남을 잃어버리고 지금까지 30년 동안 남몰래 두려움에 떨며 지내던 양실은 귀남, 윤희, 장수(장용)에 이어 막례에게까지 자신의 만행을 들키게 된 셈이다.
눈물을 흘리며 집으로 돌아온 양실은 씻을 수 없는 죄책감으로 결국 청애에게 할 말이 있으니 만나자고 전화를 걸게 됐다. 귀남에게 했던 자신의 잘못을 솔직하게 실토하려는 양실의 굳은 결심과 아무런 영문도 모른 채 양실을 만나러 가는 청애의 모습이 대조되면서 앞으로 어떻게 스토리가 전개될지 긴장감을 증폭시키고 있다.

‘넝쿨째 굴러온 당신’ 강부자가 30년 전 있었던 ‘귀남 실종 사건’의 전말을 알게 된 후 나영희에게 분노하는 장면이 방송돼 시청자들의 손에 땀을 쥐게 만들었다.
지난 22일 방송된 KBS 주말연속극 ‘넝쿨째 굴러온 당신’ 44회는 시청률 38.6%(AGB닐슨 미디어, 전국 기준)를 기록, 독보적인 동시간대 시청률 1위를 기록하며 국민드라마의 위용을 이어가고 있다.
이날 방송에서는 막례(강부자)가 양실(나영희)을 살갑게 대했던 평소와는 다르게 대면하자마자 분노하고 큰소리치는 모습이 담겨졌다. 30년 전 귀남(유준상)의 실종의 주된 원인이 양실이었다는 사실을 막례가 알게 된 것.
극중 막례는 양실의 집에서 우연히 찢어진 귀남의 어릴적 사진을 발견하게 되면서 양실과 귀남의 관계에 대해 석연치 않은 생각을 갖게 된 상황. 의문점들을 하나씩 풀어가던 끝에 막례는 양실이 귀남을 버렸다는 심증을 갖게 됐고, 최종적으로 귀남과의 대화를 통해 자신이 알고 있는 사실이 진실임을 확신하게 됐다.
막례가 아프다는 소리를 듣고 집으로 찾아온 양실이 “많이 안 좋으세요 어머니?”라고 묻자, 대답대신 양실을 빤히 쏘아보던 막례는 “우리 귀남이 없어졌던 거. 너랑은 아무런 상관도 없다고.. 니 입으로 말해보렴”이라고 물어보며 폭풍 분노를 쏟아냈다. 그리고 아무런 대답을 하지 못하고 덜덜 떠는 양실의 모습을 보면서 막례는 양실이 귀남을 버린 것임을 100% 확인하게 됐다. “뭐라고 드릴 말씀이 없어요. 정말 잘못했습니다”라고 입을 뗀 양실은 “제가 귀남이를 시장에서 만나서 버스에 태워 같이 가다가 정말 순간적인 실수로 놓고 내린 거에요. 정말 제정신이 아니었어요”라며 울면서 사실을 실토하기 시작했다.
양실의 말을 듣고 있던 막례는 “실수? 실수였다면 그날 바로 얘길 했어야지. 그 다음날. 그 다음날이라도 말을 못했으면 우리 귀남이가 앞집에 나타났을 땐 얘기 했어야지. 그럼 지금은 제 정신이니? 그동안 니 정신으로 어떻게 그런 짓을 하고 우리집 문턱을 닳도록 드나들고 에미 얼굴을 그렇게 똑바로 쳐다보고 얘길 할 수 있었니. 니 정신이라서 사진을 찢었니? 너 정말 무서운 애구나”라고 쏘아대며 배신감과 분노가 뒤섞인 감정을 표출했다.
이어 막례는 고개 숙인 양실에게 “너만 죄인이겠니. 나도 죄인이지. 난 그런 너랑 같이 마음 달랜다고 여행가고. 니가 사주는 밥 먹고. 니가 사주는 옷 입고. 평생을 큰애 미워하면서 너한테서 위안을 찾았으니…”라고 한탄했다. 귀남을 잃어버리고 지금까지 30년 동안 남몰래 두려움에 떨며 지내던 양실은 귀남, 윤희, 장수(장용)에 이어 막례에게까지 자신의 만행을 들키게 된 셈이다.
눈물을 흘리며 집으로 돌아온 양실은 씻을 수 없는 죄책감으로 결국 청애에게 할 말이 있으니 만나자고 전화를 걸게 됐다. 귀남에게 했던 자신의 잘못을 솔직하게 실토하려는 양실의 굳은 결심과 아무런 영문도 모른 채 양실을 만나러 가는 청애의 모습이 대조되면서 앞으로 어떻게 스토리가 전개될지 긴장감을 증폭시키고 있다.
시청자들은 “청애까지 과연 사실을 알게 될까요? 청애가 받을 충격을 생각하면, 청애에게 만은 알려지지 않았으면 좋겠어요”, “막례할머니가 분노하는 모습 보면서 좀 슬펐어요. 작은 어머니를 가장 예뻐했던 것 같은데…”, “윤희 말처럼 세상에 비밀은 없나 봐요. 다 밝혀지는걸 보면요”, “이제 양실은 어떻게 되는 건가요?” 등의 시청소감을 남겼다.
그런가하면 이날 방송에서는 그동안 옥(심이영)의 존재를 차갑게 외면해왔던 옥의 친엄마(홍여진)가 아들 장군(곽동연)과 행복한 시간을 보내고 있는 옥의 모습을 보며 남몰래 눈물 흘리는 모습이 담겨져 시청자들을 짠하게 만들었다.
어릴적 옥을 버리고 재가를 한 옥의 친엄마는 어렵게 옥의 남편 정배(김상호)가 자신을 찾자 자신은 딸이 없다며, 자신을 다시는 찾아오지 말라고 말하는 등 차가운 모습을 보여 왔던 상황. 하지만 우연히 부정하고 싶던 자신의 딸 옥이 낳은 손자 장군(곽동연)을 보게 된 후 흔들리는 모습을 드러냈던 바 있다.
이날 방송에서는 생선가게에서 생선 하나까지도 가격을 흥정할 정도로 알뜰살뜰 생계를 꾸려나가는 옥에게 장군이 전교 석차 70등이 올랐다는 소식을 전하는 모습을 지켜보게 된 친엄마가 눈물을 펑펑 쏟아내는 모습이 담겨졌다. 장군의 성적이 올랐다는 소식을 듣고 신이난 옥이 “아줌마! 저 그냥 갈치 주세요! 기분이에요!!”라고 말하며 장군과 함께 싱글벙글 웃으며 집으로 돌아갔고, 이 모습을 먼발치에서 지켜보던 친엄마가 펑펑 눈물을 흘리는 모습이 담겨졌다. 소소하지만 행복하게 살고 있는 옥의 모습이 친엄마의 마음을 사무치게 만들었던 것.
평소 자신을 버린 친엄마를 그리워하면서도 다시는 연락하지 말라는 엄마의 부탁대로 그리움을 참아가며 씩씩하게 살고 있던 옥이 앞으로 친엄마와 대면하게 될 지 기대감이 모아지고 있다.

Hong Sung-il, a North Korean defector, found himself alienated in his first English class on the first day of high school in Seoul in 2000. Hong was 17 then.
“I had never studied English before,” said Hong, a 29-year-old Yonsei University graduate with a bachelor’s in psychology, in an interview with The Korea Times Wednesday. He is applying for master’s degree.
He instantly realized that he couldn’t overcome the English divide with his classmates in a short time period. His classmates had studied hard to have a strong command of English through private tutoring since they were young.
“I spoke Chinese well since I had lived in China for years. So I honed my Chinese language skills to enter university, while putting off English for the time being,” Hong said.
He and his mother escaped from the reclusive nation in 1997 when Hong was 14. They had spent two-and-a-half years in the northeastern Chinese city of Shenyang before they embarked on another dangerous journey for freedom.
After making a long, journey via Vietnam, Cambodia, and Thailand, the mother and son finally arrived in Seoul in August 2000.
“In my third year of high school, I heard that there was a private academy providing English programs for North Korean-born students who are preparing for the college entrance exam. The total tuition was 920,000 won.”
He only had 200,000 won.
“I went to the academy in southern Seoul and told the people there that was the only money I had. I asked if they could let me in, which they did. I studied English for three months there from March. The three months were all the time I studied English before entering university.”
A 2010 survey of 110 North Korean-born college students found that English is the No. 1 stress factor and this made it difficult to adjust to campus life. Six out of 10 young North Korean defectors feel that their English level falls far short of that of their South Korean-born classmates.
Three out of 10 North Korean defectors drop out of college after finding that they can’t match their classmates’ English level.
Hong also saw many young defectors stressed out because of English, although the foreign language is not the only reason which makes their life here tough.
Hong’s life took a fresh turn after he joined the British Council’s “English for the Future” program tailored to North Korean defectors. North Korean defectors here are entitled to attend the course for free. Since its launch last May, nearly 50 people are now attending the course.
The psychology major has taken the course for three to 15 hours per week, depending on his schedule. He also interned with the political division of the British Embassy in Seoul for three months from January.
He now describes his English level as intermediate. He is one of the winners of a 2012 Chevening Scholarship awarded by the British government.
He plans to study social and cultural psychology at graduate school and is awaiting the results after applying to three universities in Britain.
After returning to South Korea, he said he would like to do research on ways to cushion the culture shock that people in North Korea would feel in the event of unification.
“I have spent half of my life here in South Korea. Sometimes I ask myself who I am. I know that even though I wear Nike or Adidas shoes, people in the mainstream of this society would not accept me as one of them.”
He wants to help North Koreans adjust to the capitalist South with a set of policy measures to ease the culture shock he felt 12 years ago.

탈북자들에게 영어가 가장 어려운 과목인 동시에 스트레스를 유발하는 제1요인으로 인식되고 있는 가운데 한 탈북자 출신 대졸자의 영어정복기가 관심을 끌고 있다. 주인공은 올해 29세인 연대 심리학과 출신의 홍성일씨. 홍씨는 올해 영국정부가 자국에서 대학원 과정을 공부하는 외국학생들에게 수여하는 한국인 쉐브닝 장학금 수상자 중 유일한 탈북자 출신이다.
홍씨는 14세이던 1997년 어머니와 함께 탈북을 해 중국 선양에서 2년 반 정도 머문 후에 베트남, 캅보디아 등을 거쳐 2000년 서울에 도착했다. 안도의 한숨을 내 쉬기도 전에 홍씨는 또 다른 커다란 도전에 직면하게 되었다. 모든 탈북자들이 어려워하는 영어과목.
코리아 타임스와의 인터뷰를 통해, 서울에서 고등학교에 진학해서 “영어를 처음 접했다”고 밝힌 홍씨는 어린시절부터 사교육으로 무장한 동급생들을 따라가기 힘들다는 것을 깨닫고 중국에 머물면서 익혔던 중국어에 집중 투자해서 연세대에 진학하게 되었다고 밝혔다.
연대를 졸업한 이후, 작년 5월부터 영국문화원에서 탈북자들에게 무료로 제공하는 영어프로그램을 올해 7월까지 이수하면서 동시에 올 1월부터 3개월간 영국대사관에서 인턴으로 활동하기도 했다.
영국의 3개 대학에 지원을 한 후 결과를 기다리고 있는 홍씨는 자신의 현재 영어실력을 중급이라고 했다. 최근 한 조사에 따르면 탈북대학생들이 가장 어려워하는 과목이 영어이며, 상당수의 탈북자 출신 대학생들이 영어 때문에 학교를 중단하는 사례가 빈발하고 있다.
홍씨는 “어려울때마다 고생했던 어머니를 떠 올렸고” 어머니로 인해 모든 어려움을 극복할 수 있었다고 말했다. 홍씨는 영국유학을 마치고 한국으로 돌아와서 통일 이후 북한 주민들이 경험할 문화적 충격을 완화하는 방안을 연구하는 일을 하고 싶다고 포부를 밝혔다.

&아이폰 이용자로 ‘갤럭시S3′ 써보니&&&

뒤늦게 갤럭시 S3을 쓴 소감을 풀어놓고자 한다. 갤럭시 S3은 각종 리뷰와 기사로 이미 알려질대로 알려져 있고 주변 누군가는 이미 쓰고 있을 것이다. 하지만 그럼에도 자꾸만 시선을 잡아끄는 스마트폰이다. 아이폰4S를 쓰고 있는 입장에서 기계적인 스펙이나 분석 대신 제품 자체로 느끼는 갤럭시S3에 대한 소소한 이야기들을 전해본다.
성능 : ‘가장 빠른 안드로이드폰’
숫자 이야기는 안 하려고 했지만 갤럭시S3는 잘 알려져 있다시피 1.4GHz로 작동하는 쿼드코어 엑시노스 프로세서와 2GB의 넉넉한 시스템 메모리로 운영된다. 그 자체만으로 최고 성능이라고 이야기할 만하다. 스마트폰 성능이 숫자에 꼭 비례하하는 것은 아니지만, 이것저것 잴 것 없이 갤럭시S3의 첫인상은 누구나 ‘빠르다’는 반응이 나온다. 대부분의 안드로이드폰과 비교해도 그렇고, 직접 비교되는 아이폰4S를 쓰는 입장에서도 빠르다고 말을 꺼내는 것이 어색하지 않다.
안드로이드에서도 쿼드코어의 강점은 결국 멀티태스킹에서 드러난다. 특히 UI부분에서 부쩍 가다듬은 느낌이다. 안드로이드는 태생적으로 프로세서의 힘이 운영체제와 애플리케이션을 돌리는 데 집중되기 때문에 화면을 넘기는데 자원이 제때 충분히 할당되지 못한다. 안드로이드의 터치가 매끄럽지 못하다는 느낌은 이런 이유에서 오는 것이다. 그런데 갤럭시S3은 쿼드코어 프로세서에 메모리가 넉넉하다보니 상대적으로 리소스에 여유가 있어서인지 스크롤이 상당히 빠르고 부드럽다. 갤럭시노트에서 보였던 터치의 이질감도 거의 없다. 하드웨어는 힘이 넘친다고 보면 된다. UI가 더 매끄러워지는 젤리빈 업데이트가 유독 기다려지는 이유다.
삼성 스마트폰의 터치위즈 UI도 점차 완성도를 높여가고 있다. 터치위즈의 아이콘과 화면 구성이 구글 레퍼런스 디자인을 크게 해치지 않으면서 세련되게 만들었다. UI 디자인은 호불호가 갈리는 부분이지만 자리를 잡았다는 점은 확실하다.
S보이스 : ‘재미는 있지만 글쎄’
음성 인식은 가장 많은 주목을 받는 부분이지만 한편으로 그만큼 빠르게 관심이 시들해지고 있는 게 아닌가 싶은 기능이다. 앱으로도 준비되어 있지만 홈 버튼을 두 번 누르면 S보이스가 뜬다. 음악을 재생하고 전화를 걸고 앱을 실행하는 등 기본적인 시스템 제어가 쉽다. 길 가다가 혹은 지하철에서 쓰기에는 부끄러움이 없지 않지만, 운전할 때는 좋다.
자연스레 iOS6로 베타테스트 중인 한국어 시리와 비교될 수밖에 없다. S보이스의 음성 인식은 블링고의 기술을 기반으로 한다. 블링고는 얼마 전 시리를 만든 뉘앙스에 인수된 회사로 두 회사의 기술은 목소리를 클라우드 서버로 보내 분석한 뒤 제어하는 명령어와 함께 답을 주는 근본적인 기술은 비슷하다.
앞에서 이야기한 것처럼 스마트폰 제어는 비슷한 수준이지만 정작 관심을 끄는 부분은 ‘심심이’ 수준의 수다일 것이다. S보이스는 아직은 시리에 비해 마음에 쏙 들 만큼 자연스러운 대화가 이뤄지지 않는 편이다. 검은 정장을 갖춰 입고 흐트러짐 없이 머리를 당겨 묶은 비서의 얼굴이 떠오른다. 딱딱한 느낌이 없진 않지만 최근 부쩍 느껴질 만큼 긴장을 풀고 능청맞은 농담이나 재치를 발휘하는 모습들도 보이고 있다.
이는 이용자가 많아지면서 삼성이 데이터베이스를 쌓게 될수록 더 좋아질 대목이다. 다만 구글이 젤리빈과 함께 서비스할 구글 나우가 비슷한 역할을 맡게 될텐데 삼성이 앞으로 구글 나우와 S보이스를 어떻게 가져갈 것인지 본질적인 고민이 따른다.
디자인 : ‘마무리 매끄럽네’
잘 만든 디자인이다. 그 동안 갤럭시S 시리즈를 언뜻 보면 어느 제조사의 어떤 제품인지 바로 알기 어려웠는데 이번에는 언제 어디서든, 멀리서 봐도 갤럭시S3이라는 것을 알아차릴 수 있게 된 것이 가장 큰 변화다. 터치스크린이 화면을 가득 채우는 스마트폰은 디자인에서 차별성을 갖기가 쉽지 않은 부분인데 삼성의 고민이 잘 보이는 대목이다.
전체적으로 디자인이 아주 매끄럽게 잘 다듬어져 있고 마감처리도 좋다. 특히 LCD 끝부분에서 옆면으로 넘어가는 곳에 곡선을 주어 아주 매끄럽게 처리했는데 그 덕분에 화면 끝을 조작할 때 느낌이 스마트폰 중 최고로 꼽을 만하다. 조약돌이라는 느낌은 이런 데에서 온 게 아닌가 싶다.
하지만 뒷면도 너무 매끌매끌하고 두께도 얇아서 떨어뜨릴 것 같다. 너무 얇은 탓에 한 손으로 쥐고 쓰는 것이 약간 불편하다. 너무 얇아서인데, 손바닥이 뜻하지 않게 화면에 닿는 경우가 있고 아래쪽 터치 버튼도 너무 예민하다. 한 손으로도 못 쓸 것은 아니지만 두 손이 더 편하고 안전하다. 리뷰 제품의 페블 블루는 색깔도 세련됐다. 최근 논란이 된 유격이나 달그락거리는 문제는 리뷰 제품에서는 없었다.
4.8인치 화면은 꽤 크지만, 커서 불편하다는 느낌은 없다. 갤럭시 노트 때문에 큰 화면이 익숙해진 게 아닌가 하는 생각도 있지만 테두리 없이 거의 꽉 채운 디자인과 두께 덕에 주머니에 넣어도 별로 부담은 없다. 해상도가 높지만 글자나 메뉴, 아이콘 크기가 어색하지 않은 것도 좋다. 그 대신 화면 밝기를 ‘자동’에 맞추면 약간 어두운 느낌이다. 배터리를 오래 쓰도록 하려는 설정으로 보인다. 밝기 조정에 대한 정책이 바뀌었다면 자동 밝기도 밝게, 어둡게 등 옵션을 두면 좋겠다.
논란이 되고 있는 AM OLED 열화 현상은 갤럭시S3만의 문제는 아니다. 손담비가 ‘아몰레드~’ 노래를 할 때부터 픽셀들이 스스로 빛을 내는 이른바 자체발광이라는 이 디스플레이의 특성에 대한 우려는 있어왔다. 언젠가는 끝난다는 것 외에는 수명에 대해 정확히 알려진 것도 없다. CRT나 PDP에서도 비슷한 문제가 있어 왔고 제품 자체의 특성을 문제삼기보다는 삼성이 이 디스플레이를 오래 쓸 수 있는 방법을 더 알리고 문제가 생기는 디스플레이에 어떻게 대처할 것인가에 더 관심이 쏠린다.
갤럭시 S3을 둘러싼 ‘고민들’
갤럭시S3을 비롯한 요즘 스마트폰의 가장 큰 문제점은 여전히 배터리다. 성능은 점점 좋아지고 스마트폰으로 할 일들이 늘어나다보니 잠깐씩 들여다보던 예전 휴대폰과는 끌어 쓰는 전력의 차원이 다르다. 갤럭시S3은 2100mAh로 배터리 용량이 작지는 않지만 그렇다고 하루 종일 쓸 수 있을 만큼 넉넉한 것도 아니다. 이용량에 따라 다르긴 하지만 큰 화면과 쿼드코어 등 하드웨어 성능이 빠르게 높아지는 것을 감안하면 이제 스마트폰도 노트북처럼 수시로 충전하고 보조배터리를 갖고 다니는 것이 어색하지 않다.

뒤늦게 갤럭시 S3을 쓴 소감을 풀어놓고자 한다. 갤럭시 S3은 각종 리뷰와 기사로 이미 알려질대로 알려져 있고 주변 누군가는 이미 쓰고 있을 것이다. 하지만 그럼에도 자꾸만 시선을 잡아끄는 스마트폰이다. 아이폰4S를 쓰고 있는 입장에서 기계적인 스펙이나 분석 대신 제품 자체로 느끼는 갤럭시S3에 대한 소소한 이야기들을 전해본다.
성능 : ‘가장 빠른 안드로이드폰’
숫자 이야기는 안 하려고 했지만 갤럭시S3는 잘 알려져 있다시피 1.4GHz로 작동하는 쿼드코어 엑시노스 프로세서와 2GB의 넉넉한 시스템 메모리로 운영된다. 그 자체만으로 최고 성능이라고 이야기할 만하다. 스마트폰 성능이 숫자에 꼭 비례하하는 것은 아니지만, 이것저것 잴 것 없이 갤럭시S3의 첫인상은 누구나 ‘빠르다’는 반응이 나온다. 대부분의 안드로이드폰과 비교해도 그렇고, 직접 비교되는 아이폰4S를 쓰는 입장에서도 빠르다고 말을 꺼내는 것이 어색하지 않다.
삼성 스마트폰의 터치위즈 UI도 점차 완성도를 높여가고 있다. 터치위즈의 아이콘과 화면 구성이 구글 레퍼런스 디자인을 크게 해치지 않으면서 세련되게 만들었다. UI 디자인은 호불호가 갈리는 부분이지만 자리를 잡았다는 점은 확실하다.
S보이스 : ‘재미는 있지만 글쎄’
음성 인식은 가장 많은 주목을 받는 부분이지만 한편으로 그만큼 빠르게 관심이 시들해지고 있는 게 아닌가 싶은 기능이다. 앱으로도 준비되어 있지만 홈 버튼을 두 번 누르면 S보이스가 뜬다. 음악을 재생하고 전화를 걸고 앱을 실행하는 등 기본적인 시스템 제어가 쉽다. 길 가다가 혹은 지하철에서 쓰기에는 부끄러움이 없지 않지만, 운전할 때는 좋다.
자연스레 iOS6로 베타테스트 중인 한국어 시리와 비교될 수밖에 없다. S보이스의 음성 인식은 블링고의 기술을 기반으로 한다. 블링고는 얼마 전 시리를 만든 뉘앙스에 인수된 회사로 두 회사의 기술은 목소리를 클라우드 서버로 보내 분석한 뒤 제어하는 명령어와 함께 답을 주는 근본적인 기술은 비슷하다.
앞에서 이야기한 것처럼 스마트폰 제어는 비슷한 수준이지만 정작 관심을 끄는 부분은 ‘심심이’ 수준의 수다일 것이다. S보이스는 아직은 시리에 비해 마음에 쏙 들 만큼 자연스러운 대화가 이뤄지지 않는 편이다. 검은 정장을 갖춰 입고 흐트러짐 없이 머리를 당겨 묶은 비서의 얼굴이 떠오른다. 딱딱한 느낌이 없진 않지만 최근 부쩍 느껴질 만큼 긴장을 풀고 능청맞은 농담이나 재치를 발휘하는 모습들도 보이고 있다.
이는 이용자가 많아지면서 삼성이 데이터베이스를 쌓게 될수록 더 좋아질 대목이다. 다만 구글이 젤리빈과 함께 서비스할 구글 나우가 비슷한 역할을 맡게 될텐데 삼성이 앞으로 구글 나우와 S보이스를 어떻게 가져갈 것인지 본질적인 고민이 따른다.
디자인 : ‘마무리 매끄럽네’
잘 만든 디자인이다. 그 동안 갤럭시S 시리즈를 언뜻 보면 어느 제조사의 어떤 제품인지 바로 알기 어려웠는데 이번에는 언제 어디서든, 멀리서 봐도 갤럭시S3이라는 것을 알아차릴 수 있게 된 것이 가장 큰 변화다. 터치스크린이 화면을 가득 채우는 스마트폰은 디자인에서 차별성을 갖기가 쉽지 않은 부분인데 삼성의 고민이 잘 보이는 대목이다.
전체적으로 디자인이 아주 매끄럽게 잘 다듬어져 있고 마감처리도 좋다. 특히 LCD 끝부분에서 옆면으로 넘어가는 곳에 곡선을 주어 아주 매끄럽게 처리했는데 그 덕분에 화면 끝을 조작할 때 느낌이 스마트폰 중 최고로 꼽을 만하다. 조약돌이라는 느낌은 이런 데에서 온 게 아닌가 싶다.
하지만 뒷면도 너무 매끌매끌하고 두께도 얇아서 떨어뜨릴 것 같다. 너무 얇은 탓에 한 손으로 쥐고 쓰는 것이 약간 불편하다. 너무 얇아서인데, 손바닥이 뜻하지 않게 화면에 닿는 경우가 있고 아래쪽 터치 버튼도 너무 예민하다. 한 손으로도 못 쓸 것은 아니지만 두 손이 더 편하고 안전하다. 리뷰 제품의 페블 블루는 색깔도 세련됐다. 최근 논란이 된 유격이나 달그락거리는 문제는 리뷰 제품에서는 없었다.
4.8인치 화면은 꽤 크지만, 커서 불편하다는 느낌은 없다. 갤럭시 노트 때문에 큰 화면이 익숙해진 게 아닌가 하는 생각도 있지만 테두리 없이 거의 꽉 채운 디자인과 두께 덕에 주머니에 넣어도 별로 부담은 없다. 해상도가 높지만 글자나 메뉴, 아이콘 크기가 어색하지 않은 것도 좋다. 그 대신 화면 밝기를 ‘자동’에 맞추면 약간 어두운 느낌이다. 배터리를 오래 쓰도록 하려는 설정으로 보인다. 밝기 조정에 대한 정책이 바뀌었다면 자동 밝기도 밝게, 어둡게 등 옵션을 두면 좋겠다.
논란이 되고 있는 AM OLED 열화 현상은 갤럭시S3만의 문제는 아니다. 손담비가 ‘아몰레드~’ 노래를 할 때부터 픽셀들이 스스로 빛을 내는 이른바 자체발광이라는 이 디스플레이의 특성에 대한 우려는 있어왔다. 언젠가는 끝난다는 것 외에는 수명에 대해 정확히 알려진 것도 없다. CRT나 PDP에서도 비슷한 문제가 있어 왔고 제품 자체의 특성을 문제삼기보다는 삼성이 이 디스플레이를 오래 쓸 수 있는 방법을 더 알리고 문제가 생기는 디스플레이에 어떻게 대처할 것인가에 더 관심이 쏠린다.갤럭시 S3을 둘러싼 ‘고민들’
